A BIASSED REPORT. Received 18, 10.30 p.m. London, November 18. Mr. lleuuiker fleatou, in a letter to flie Times, states that Lord Balfour of Burleigh, the chairman of the Jnter-De-pnrtmentol Committee which reported that penny a word cables are impracticable, is a director of several cable companies.
