THE EDUCATION BILL. Jjondon, November lfi. Lord Hugh Cecil, speaking at Halifax, announced that the Dean of Canterbury had circulated incumbents of the Church <*f England and Wales urging them to defeat the proposed compromise in regard to the Education Bill. Received 17, 10.30 p.m. London, November 17. J.ord Halifax, president of the English Church Union, Lord Hugh Cecil, and the Dean of Canterbury, have issued tin circular to incumbents in England and Wales urging the defeat of the proposed compromise on the education question.
LICENSING BILL. Received 17, 10.30 p.m. London, November 17. In the House of Commons in the report stage of the Licensing Bill, the (iovernment moved amendments to clause 3 as cabled on October 17th, extending the time limit for another seven vears. Replying to Mr. Balfour's sp'iritcd protest against the confiscatory policv', Mr. Herbert Samuel (Under-Secretary for Home Affairs) declared that a 14 years' time limit was just, while a 21 years' limit was generous.
