In the House of Commons in the report stage of the Licensing Bill, the (iovernment moved amendments to clause 3 as cabled on October 17th, extending the time limit for another seven vears. Replying to Mr. Balfour's sp'iritcd protest against the confiscatory policv', Mr. Herbert Samuel (Under-Secretary for Home Affairs) declared that a 14 years' time limit was just, while a 21 years' limit was generous.
