PREMIER AND LABOR PARTY. Received 13, 11.10 p.m. London, November 13. There, is muell comment over Mr. Asquith, at the instance of Labor Party, promising, almost apologetically, alter consulting with -Mr. Joim Bums, President of the Local Government Board, to revise Jlr. Hums' circular to the Distress Committee. The Labor Party's complaint was based on the fact of Mr. Asquith's promise to abolish the two disqualifications regarding distress and employment. These have been niodilied, tlie circular leaving it optional for tlie committees to withhold such employment to Improper applicants. Jlr, Burns' policy intended to shut* out the habitual loafer. Unionist newspapers protest against Mr. Asijuith Hinging his colleague to the Socialist wolves instead of defending Mm.
