CHEAP CABLES.
THE TIMES' COMMENT. - Received 13, 0.37 p.m. London, November 12. The Times, commenting on Mr. Hennik'cr Heaton's scheme, says that cheaper cablegrams are even of greater importance to people than professional business men. Such communication raises no issue of a principle like commercial preference and as a means of • widening the mutual knowledge and appreciation between all parts of the Empire, all parties should be wljliog W endorse it.
