BRITAIN'S POLICY.
THE PREMIER'S SPEECH.. London, November 10. i Continuing his speech at the Guildhall, Mr. Asquith declared: "Every Power is aware of our determination to maintain an indisputable superiority at sea in order to lulfil the elementary duty of upholding our commerce, our industry and our homes beyond the reach and beyond the risk of successful attack." He praised Russia's forbearance in refraining from intervening in Persia despite trying conditions, and he cautioned the Shah of the need to put an end to the troubles and restore the constitution. The Times says: "Mr. Asquith's remarkable speech was instinct with a. breadth, clearness of view, and earnest but restrained patriotism tha.t must raise him to a new and higher place in the estimation of his countrymen. The speech is not unworthy to rank in wisdom and courage with those of some of 1 his most illustrious predecessors,"
