TEUTONS BACK DOWN. A NEW COMPLEXION.
Berlin, November 10. The report of the French Commissary of Police nt Casablanca regarding the affray between the French gendarmes and the German Consular officers on the beach at Casablanca, has been submitted to the authorities here. It is recognised that this puts * new complexion on the affair. It is semiofficially announced that the German Government recognises that, owing to
important discrepancies between the French and German reports, the actual facts need fresh investigation eithir by the French and German authorities or by an arbitration tribunal. The Cologne Gazette says: 'lt is assumed that Germany is now unable to adhere to her recent stand, and therefore consents to refer the whole question, including the facts, to arbitration."
FRENCH GRATIFICATION. Paris, November 10. Sincere gratification is expressed her* at Germany's change of attitude in reference to the Casablanca dispute.
