FRANCO-GERMAN RUPTURE.
A TIN-POT TROUBLE. ' London, November 9. The Times says Germany is iasisteatly pressing for the recognition of German Consular rights in connection with tiie Casablanca affair, while France calmly but courteously refuses to recognise a Consul's right to protect deserters within a sphere of active military operations. It is now stated that the Gcrnun Consular official did not disclose his identity when the scuffle with tho French gendarmes on the beach at Casablanca began, and that, as soon as he revealed his official character, tire u.T"iv ceased.
