Many newspapers clamor for his resignation, declaring that lie failed in his most elementary duty to tile Emperor and tile nation. TIJK KAISER AND ENGLAND. Berlin, November i. Tlie Cologne Gazette states that the Kaiser conversed at Higliclilf and elsewhere with .all sorts of English personages about ins attitude towards England. These views have now been collected and reproduced in the form of the recent interview. THE BRITISH GOVERNMENT'S DUTY.
London, November 2. The Times says that the ollicial explanations from Merlin only deepen the unfavorable impression regarding the interview. The paper hopes that it has not escaped the British Government's notice that the Emperor admits that the majority of the German nation is unfriendly to Britain, and intends to go on indefinitely enlarging its navy. The Times urges the' Government, after such a plain warning, to immediately announce its intention to proceed during 1009 with the building of sufficient Dreadnoughts and lurincibles to keep the British Navy well up to the 'two-Power standard. JAPAN ANNOYED. TRS' YEA US' WORK NULLIFIED. Tokio, November 2. The Kaiser's references to the FaEast have caused great uneasiness in German ollicial and commercial circles at Tokio, whore it is feared that the strenuous efforts of the past ten years to rehabilitate German interests have been nullified. The Japanese newspapers rigorously criticise the Kaiser's utterances. The Jiyi Shimpo accuses Germany of stirring up trouble, and adds that Japan is how justified in making preparations for any emergency. The Kaiser suggested that in lime lo to conic England might lind Germany a valuable helper in a possible war for the control of the Pacific.
