RAILWAY APPEAL BOARD.

Island Appeal Hoard was held to-duy. inomas Bartosh, railway porter, W'aipukurau, appealed against his u.snnssal from the service for alleged attempted theft. Judge Lyre Kenny -presided, and Mr. C. P. Hyan represented the first division and Mr. P. Keddington the second division. Appellant was represented by „.''• .;V a .»'" U " (8 U1 >"1). "ml Mr. K. \ . McVally (chief clerk) conducted the case for the Department. Appellant was tried 'before two Justices ; j the charge preferred against him by the police., but the case was dismissed. Appellant detailed the circumstances of the case. The hoard reserved its decision. 0. l'\ Hill, stationniastev at Masterton, appealed against his position in the classification list on the ground of the district officer withholding a eertilicate for promotion. After °tho Board considered the point in committee, the chairman said the Board was of opinion that it had no jurisdiction to entertain an appeal where the ag"rieved person complained of refusal of promotion. The only appeal contemplated by the Classification Act was where a man with a certain increment attaching to his position was refused a certificate hy the General Manager and thus prevented from obtaining his increment The Board had no power to deal with appeals relatin'g to promotion.
