THE UNEMPLOYED.
GOVERNMENT PROPOSALS CRITICISED. Louaon, October 22. Liberals are divided in opinion about tile unemployed proposals, some considering that the relief measures form a satisfactory palliative and others holding that they are not sulliciently far-reaching. Unionists express regret tliat the unemployed in Scotland are not to be utilised in excavation work .at the Rosytli naval bas'e. The Labor Party vunsiders the administrative concessions quite inadequate, Members express the opinion that, although plenty of money is available, the municipalities will not find work. The Party has appointed a committee to formulate proposals for tiding over the wintu». The Times says the proposals are satisfactory and worthy of support until they muy be proved inadequate 01 needlessly lax. The Daily Mail points out that, by providing work for 45,000 men, Mr. Asquith assists only one in Hl'teen of the (Mo,ooo unemployed. The Daily News remarks that the proposals will afford no relief to unployed women. The destroyers ordered to be built at Glasgow will provide employment for 4000 men.
RESOLUTIONS TO BE MOVED. Received 23, 8.40 p.m. London, October 23. The following Ministerialist motion will be moved ia the House of Commons on Monday:—"The House welcomes Mr. Asquitli's statement regarding thu national importance of the problem of unemployment and approves the stops proposed to deal with the matter." Mr. Keir Hardie mows, on behalf of the Independent Labor Party, "That while recognising the importance of Sir. Asquitli's promise to introduce early legislation dealing with unemployment on a permanent basis and welcoming the promise to administer with more elasticity the existing Act and provide more money, this House is of opinion that the proposals are quite inadequate to mevt the pressing needs of this winter, and of the proper machinery, even for carrying out the existing powers, and that the general unpruparednesß of the country to meet the preseut unemployed crisis, is due to the neglect of the Government to make provision Tor a state of affairs clearly foreseen."
The Unionists will not move an amendment.
