They will be placed on the Bulgaria-a frontier for training. High officials at Stanvboul are confident of reaching an amicable arrangement with Bulgaria, but Austria refuses to agree to the principles of the conference unless the Porte agrees not to raise the question of the annexation of Bosnia and Herzegovina.

The Times' Belgrade correspondent teams authoritatively that Servia's de«i»ion to demand territorial compensatio» from Austria is irrevocable. MTOTAR-WAIRUNA COLLISION. Received 22, 11.25 p.m. Sydney, October 22. The Court found the Miatar-Waimna collision was caused by the Mmtart master thinking the Wairuna had anchored, and that tlie mistake was discovered too late to prevent the collision. There was nothing to justify the certificates of eitlher master being dealt with.
