A LIKELY DU'fcH BLOCKADE . PRESIDENT CAKTRO ILL. Caracas, October 5. Preiident Oastro personally informed the Venezuelan fenate that lie refused to accept Holland's second note regarding the expulsion of the Dutch Minister from Caracas. After making the announcement the President had two attacks of hemorrhage of tho lungs. He was carried home helpless. It is 'expected thai Holland will blockade Le Quay® and Mennacdleo early in November.
