UNEASINESS IN TURKEY. AUSTRIAN DESIGNS. Received 2, 1.3 a.m. London, October 1. The Times'.Constantinople correspondent mentions that uneasiness is felt among educated Turks regarding the possibility of Bulgaria shortly declaring her independence. He emphasises, firetly, the belief, based upon Soti.i telegrams, that the Bulgarian manoeuvres, supposed to have been postponed till 1909, are to be held after i li in the near future in Eastern Roumelia, and will involve the mobilisation <•? many reservists; secondly, the apprehension that King Ferdinand's magnificent reception during tie past few days at Budapesth is not unconnected with the rumors of Austrian designs of annexation or permanent occupation of Bosnia.
Nevertheless, Kiamil Pasha, the Prime Minister, is confident of a peaceful settlement of all the questions.
