BC LG ARIA'S DETERMINATION. London, September 21). Germany and Austria-Hungary have protested against Bulgaria's occupation of the Orient railway aad demanded its restoration to the company. It is understood that Turkey is willing to submit the railway question to the arbitration of a Hague Tribunal. BULGARIA'S POSITION. Received 1, 0.40 a.m. Solia, September 30. It is semi-ollicialy stated at Sofia that the question of independence has not occupied the Government's attention. The railway question had not arosv from the Gacshoff incident. The Government was endeavoring to find a basis for satisfying the claims of the owners of the line, who on more thaa one 'occasion had expressed their readiness to sell tlieir rights,
