CIRCUMVENTS THE CANADIAN GOVERNMENT. Received 22, 10.20 p.m. Ottawa, September 22. The Canadian Government has discovered that, an extensive system of fraud has been practised by Chinese immigrants who obtained exemption from the licnd-tax by means of fraudulent certificates .as niereliants. The Government has been defrauded of £30,000.
