The Congress Tiocepted Sir Wilfrid LaurierV invitation to meet in Quebec in 1009. Prince Yon Buelow gave a brilliant garden party in honor of the Congress. In response to Lord Woardals's thanks for the hospitable reception accorded the Congress at Berlin, the Claancellor declared that the Kaiser, the German people, the Government, and himself were animated bv. the iVendlicst feelings towards Britain. The Crown Prince, in receiving the Council of the Congress, spoke on behalf of the Kaiser, who, he said, fol-' lowed the union's labors and aims with lively interest and recognised their increasing importance, lie h-ojied Mil: Congrcsg would be followed by benelieicnt results in the cause of peace, which was and would remain the basis of all true progress and civilisation. Its maintenance had been throughout his reign his father's foremost care.
