OPENED BY EARL DUDLEY. Received 10, 11.5 p.m. Molbuurne, Last Night. The Federal Parliament was opened by Earl Dudley, who in his speech conveyed Canada's acknowledgment of Australia's greeting ou the tercentenary celebrations. Ho intimated that when measures defining tho seat of government and providing for defence had been sufficiently advanced, an amendment to the Constitution Would be submitted dealing with the. new protection, rendered nugatory by tho recent High Court decision. An important proposal affecting the finnneinl future of the Commonwealth would also be submitted.
