SETTLING LABOR DISPUTES
. AN ARBITRATION SCHEME FOR I BRITAIN. London, September 14. ' Mr. Wiaston Churchill, President of the Board of Trade, kits prepared a scheme for the establishment of a permanent tribunal of arbitration. It creates a panel composed equally of business and labor representatives. If both parties to a dispute wish it, experts of a particular trade may be selected and included in the panel by the Board of Trade.
