AUSTRALIA AND BRITAIN.
SIR H. CARRUIHLK'S VIEWS. Perth, September 15. •Sir J. H. Carruthers, who has been on a visit to the United Kingdom, arrived by the Miltiadcs. He states that lie considers the Franco-British hxntbition has done more to advertise Australia than anything ever previously attempted. 11l his opinion the British Government is anxious that Australia should establish a navy of her own. This is because she is anxious to have full and immediate control of her own naval forces close to the British Isles. There is a strong apprehension, Sir Hector states, that Germany's intentions towards Britain are not friendly, but naval and military men told liim that, whatever might "actually happen, there was a growing danger of the biggest war scare in England of our time. It might nob lead to war, but that Germany had designs on England was the settled conviction of a large body of public opinion.
