VICTORY FOR THE TRUSTS.
PRESIDENT ROOSEVELT'S CAMPAIGN. New York, September 11. President Roosevelt's anti-trust campaign has met with a sharp reverse. The Federal Circuit Court of Pennsylvania has declared the "commodities clause'' of tile Hepburn Act unconstitutional. This clause forbids railways to transport from one State to another or to send abroad commodities of which they themselves are producers or manufacturers unless the commodity is essential to their legitimate functions as common carriers. It was essentially aimed against the railway companies' ownership of collieries. The railways affected own or control 00 per cent, of the unmined anthracite coal of Pennsylvania.
The Attorney-General, Mr Bonaparte, will appeal to the United States Supreme Court against this decision.
