BRITISH LABOR'S ATTITUDE. Received 11, 11.5 aim. London, September 11. At the Labor Congress at Nottingham votes representing 1,009,000 members to 045,000 rejected Ben Tillett'* proposal in favor of arbitration and conciliation, both voluntary and compulsory, in trade disputes.
