SECRET REBATES.
INDICTMENT AGAINST SHIPPING COMPANIES. : Received 4, 11.12 p.m. , London, September 4. Captain Young, Colonial Secretary of the Straits Settlement, in his annual report, brings a strong indictment against the -Shipping Conference. The increase in freight during the year was £164,000, the sum of £28,000 being yearly granted in secret rebates, favoring a small number of firms, tfhe majority of whom arc foreign, with the result that 23,851 tons of Imperial cargo has been diverted to the European Continent., The British tramps have been ousted. An agitation has aow begun for legislation to abolish secret rebates.
