The Congo arrangement includes the payment of two millions sterling to King Leopold. The Times urges that thu signatory Powers should insist, before confirming tlhc annexation, on the abolition of the voiled forms of slavery and forced labor. It would be difficult to carry out the Belgian promises because of the natives' lands seized. THie natives are compelled to -pay taxes by forced labor. The Power should, the Times thinks, nlso insist on freedom of trade that bad been promised in respect of I all nations.
The Congo Reform Association of tile United States is urging Mr. Elihu Roftfc to insist upon the introduction of free trade and the abolition of forced labor.
