Received 20, 11.58 p.m. Vienna, Auguset 20. The Vienna Cabinet, in reply to the Russian Note, agrees with tne wisdom of temporarily withdrawing the reform scheme, as the events in Turkey wore tending in the direction .of meet* ing tile objects of the policy of the Powers.
