THE TEIUUXOKIAL BCHEMK. London, August 13. During the second week's training of the territorial troops there has been a, further serious dimunition of the number of the men in camp. Many of the battalions are 50 per cent, weaker than last week. The newspapers commend the quality of the small number in training, but deplore the smallness of the forces.
