THE BRITISH SCHEME. F'FS • Melbourne, August 11. Speaking at Ballarat, the Federal Premier, Sir. A. Deakin, said the Government had received word that it would receive about the middle of next month a draft-scheme from .the Lords of the Admiralty prepared in accordance with what was believed to be the desire' of Australian people in tiie matter of naval defence.

Mr. Deakin said he hoped the Defence Bill would be passed by the end Of this year and that the creation of the first national guard would be effected before the;end of next year.
