Deakin, was in London, Mr Israel Zangwill, the novelist (who has just announced a scheme for settling a colony of Jews in America) approached him i with a proposal for establishing a jew- i ish settlement in the Commonwealth. < Mr. Zangwill stipulated that the set- : tiers must have liberty make their own laws. Mr. Deakin then pointed out that the stipulation was impracticable, as to grant it was practically to consent to the creation of an autonomous State. He invited Mr. Zangwill to submit a practical scheme, but he has not since heard from him. COMPULSORY MILITARY TRAINING. Sydney, August 5.
