Mr. Guinneßs is a convinced tariff reformer. Two thousand Social Democrats assisted Mr. Burrows in his canvassing. At the general election Mr. Cramer (Liberal) defeated Mr. Guinness by 2772 votes to 2371.
THE DEFENCE POLICY. London .August 2. .Speaking at I'almouth, Mr. H. B. Haldnne, Secretary for War, stated that the Government intended to maintain the Navy in the highest state of strength and etttciency with a reliable second line of defence for emergencies such as the Army now provided.
