National security must hold llr.it place in the pun* of those responsible for the Government. Prudent statesmanship must provide for the contingency of war and devising, besides, the means of minimising the risk of international quarreit. He referred to the growth of International agreements, not alliances, for alliances, he said, were sometimes hindrances. The main thing was for the nations to know and understand one another and suppress hereditary antagonism.
