At any rate, tlie Board had \ 10 right to decline a tender -even if tlie i .em erer were not a builder, for the 1 >omlsineii could be compelled to carry v >ut the contract. The chairman said that the architect h lad been unable to give the committee s my lecomwendation or information con- u enung Mr. Jupp, and did not know him T is a builder. t .

Ihe Board then went into committee to discuss the matter further, but no vote or resolution was taken. CHAIRMAN'S REPORT. Ihe chairman's report chronicled tern-, porary appointments. Renewal of lavatory basins at Coiirtcuay-slrcet had been authorised. Permission had been granted for teachers to supervise essays oa displays of New Zealand-industries in New Plymouth, as asked by the president of the Tarauaki Chamber of Commerce. He had brought the Canadian Battlefields request for children's pennv subscriptions before the teachers, and ! lie had also forwarded to the teachers copies of the memo, from Lady Plimket in reference to the "League of Empire," asking for mimes of school pupils and pupil teachers who would like to correspond with members of the League -a the United Kingdom. The writer said she could find comrades for them'm Scotland and the Orkneys, through Ensland to the.isle of Wight and Cornwall, and Wales.

CANADA'S AI'I'HAL. '1 ouchiiig upon Canada's appeal for school-children's pence toward, the fund for the purchase o£ the Battlefield of Quebec and the surroundings as a national park, .Mr. Faull said that Tar.inaki had several battlefields upon which pennies could well he spent, and he thought the Department wrong in asking for these donations for battleliekls outside the Dominion.

Mr. Kennedy differed. Ik considered that they should be educated to see the importance of Empire. If each teacher',, when asking the children's help, took the opportunity of explaining the important part played in.the history of the Umpire by the British conquest of Canada and the seriousness of the struggle, it would be a penny well spent, lie had been grieved to notice the littleness of some people who had taken such a narrow J view of this great movement, going so far as to compare this great battlefield with Marsland Hill in New Plymouth.

SCHOLARSHIP REGULATIONS. A special report upon the amended scholarship regulations will be considered with the_nolicc of motion by Mr. Trimble to amend the regulations.

TECHNICAL REPORT. The manual and ■ technical report showed that £lO7 Hs 4d had been received from the Department. Payments were recommended amounting to £125 9s 7d.—Adopted.

OMATA SCHOOL. The Chief Inspector reported that fur the past year or two the number attending the school had shown a steady increase, there being now 71 on the roll.

The dimensions of the school were 1)1 ft X 22ft, providing scaling accommodation for at most 08 children. He was of opinion that there was every likelihood of a further increase in numbers, and he therefore recommended that application be made to the Department, on the grounds of organisation and of lack of floor-space, for additions to the school. The report was adopted, and application will be made to the Department for a grant. A IIAUPI'HA REQUEST. The Chief Inspector reported that, as it was now the rule for the teacher to make the standard promotions, it would not bo possible for the inspectors to report fully on the work of each pupil in the school, as requested by the Raupuhn committee, lo enable the committee to. present prizes on that basis.—Adopted.

NEW SCHOOL DISTRICT. Mr. Kennedy reported upon tlio. meeting of householders in the new Mohaka school district, giving the boundaries agreed upon l>y the settlers and satisfactory lo the neighboring commit tees. The school building was too small. Messrs. Hinc and Jones would enlarge the building if the Board would find the material, and he recommended that the otl'er be accepted. He also recommended that Messrs. donas anl Stockley be appointed commissioners. Mr. Faull questioned the legality cf expending money upon a building which did not belong to the Board and was not on the Board's property. Several members thought it would hebad taste on the part of the Board to refuse, seeing that the building had been made suitable for a school by the settlers and given rent free to the Board. Mr. Kennedy added that the settlers were, prepared to shift the building on to the school site if that were insisted upon. The report as read was adopted. | ' MANGAEHU. The chairman's action in appointing Miss Nally to the Mangaehu school was confirmed.
