He anticipated 3, deficiency of .00(1,700. He proposed to lower the base of the income-tax by £SO per annum, to suspend the sinking fund provision, and to deduct five per cent, from the salaries of civil servants and members of Parliament, lie added that the riovernnient did not want the Cape to enter a closer union with other colonies as a bankrupt State.
