MONSTER MEETING'S PROTEST. Hcccived 2(ith, 10.40 p.m. London, June 20. A monster meeting at AlbeH Hall adopted, a resolution protesting against the Licensing Bill. Mr. Balfour declar. Ed the Bill was one of spoliation andwas hopelessly doomed to be a failure since it was impossible to gain a great moral end by grossly immoral means.
