Lord Miln*r delivered an addres, to the Royal Colonial Institute upon " T ie better organisation of tbr Empire." He remarked that besides closer nn : on and eo-operation with the self-snveru-Ufr colonies, there was another desirable Object—the retention and developing! M "dependent Empire" especially India. Which would prohibly !»• the grc'ite-t of ttrr possesions. We should, he con-ider-ed, interest the self-governing states in "the dependent Empire's" affairs. TLinstanced the attitude of the colonies towards the colored races as one of tae dangers due to the colonial acquaintance with "the dependent Empire'' being so limited.
Lord Milner added that some form of Imperial Council, purely deliberative in the first instance, was needed to correlate the efforts made to solve problems of common interest.
