DUDLEY COMMISSION',S REPORT. COMPULSORY ACQUISITION OF LAND [)IKIED, Received 20th, 12.30 a.m. London, May 25. Lord Dudley's Commission on t'le eongestion of Ireland is nominally unanimous but contains numerous reserva- * tions, especially on the part of Mr. Antony MaeDonnell. The Commission's report suggests the whokv-nle compulsory acquisition of land for the purpose of enabling tenants of uneconomic holdings to better their farms, and advises tluit the whole of tlie counties of Connaught, Donegal, Kerry, and possibly Clare, nnd one-fifth of Cork be scheduled as congested districts, and placed under the control of a board which should possess exclusive control over and the management of the land purchased within the district. The report also suggests that all 'sales from the landlord to the tenant should be forbidden. The work of relieving the congestion outside this area should be entrusted to a land commission and a department of agriculture. The price payable for the land taken compulsorily ii the sum yielding the landlord his average net profit or income.
