Lo.i.lon, May 21. the fact that the foreign Ollice makes the announcement of King Edward s visit to Russia, coupled with its wording, indicates that the State character ot the visit is predominant. Moreover, Queen Alexandra does not accompany the King. Sir Charles Hardingo, Permanent I n-der-Necretary to the Foreign Office, will accompany his Majesty. The fact that the King will -sill on the evening of the ,'!rd, as soon as convenient after President Fallicries' visit, is commented upon.
