The objects which the Bill is intended to ellect are:

AND as to the remaining part thereof in the construction of such works as are delined by Ihe Words "Harbor works'' as'inlcr l>.v "The Harbors Ad, 1878,'' ami also in the purchase, erection, and construction of all such tugn, di'edge.s, cranes, shells, and works for the improvement of the Harbor ot .New I'lymoutli as shall lie deemed necessary and proper by the lioard for the purpose of the construction of such Harbor Works and for the safely, convenience, or reception of vessels resorting to the said Harbor, and lor the more convenient loading ami unloading of such vessels, and for the safelv and protection of any works' constructed or proposed to lie constructed by the Board, and for the providing proper access to and from such works.

i. Before any loan is raised the consent of the Ratepayers shall lw first obtained in the mode proscribed by "Tile Local Elections Act, Dint." u.
