Tin' objects which the Bill is intended to ell'ect are: — 1. lo enable tin; -\ e\v Plymouth ] larbor Board to borrow, .subject to the provision,* of "The Harbors Act, ISJB,"'" any sum not exceeding QUO,OOO, at a •rate of interest not exceeding £5 per centum per annuni, to be applied by the Board as to part thereof in providing such a capital glim as shall be required in addition to any unexpended balance and sinking fund to discharge and pay oil' the Debentures on a loan of £200,000 raised under the provisions of "The New I'lymouth Harbor Hoard Ordinance 1875 Amendment Act, 1873." AJ\JJ as to the remaining part thereof in the construction of such works as are defiued by the words "Harbor works" as'intcr preted by "The Harbors Act, 1878," ami also in the purchase, erection, and construction of all such tug*, dredges, cranes, sheds, and works tor the improvement of the Jlarbor ol Xew i'lymouth as shall be deemed necessary and proper by the Board for the purpose of the construction of sueli llarbor Works and for the safety, convenience, or reception of vessels resorting to the said llarbor, and for the more convenient loading and unloading of such vessels, and for the safety and protection of auv works constructed or proposed to be constructed liy the Board, and for the providing proper access to and from siich works.
