New York, April 28. President Roosevelt, in a Message tf> Congress, urges in the strongest terms that legislation should be passed limiting the use of injunctions in the cas o of labor disputes. He also appeals for legislation to increase the power of the National Government to regulate the inter-State business of the trusts and corporations.
