GUARANTORS OF STATUS QUO. Received 27th, 9.15 p.m. London, April 27. First came the Japanese series, under whiea most, of the interested Powers except Germany agreed with Japan to maintain the present position in the Far East. Then Britain and France came to a similar understanding with Spain with regard to the Iberian Peninsula and the. Western Mediterranean. The Anglo-German North Sea agreement and the Baltic convention are the latest developments.
