' FINANCIAL STRAIN ON THE EMPIRE. Berlin, April 20. State Councillor Martin has published a remarkable book on Germany's future. He contends that the maintenance of twenty-two monarch* with civil lists for their separate Governments throws an enormous financial burden on the Empire. If the separate States were swept away, a saving of £50,000,000 a yeir would be possible.
