Stolypiu, the Premier, urged the Dounia to vote money, as Russia must be strong in the Ear East, not only for lighting but for the protection oi her national and civilising work, which was Russia's historic mission. It was impossible to double track the Manehurian line, because China had the right ol pre-emption, and would certainly buy. Without the proposed railway, he acknowledged, it was impossible to develop 40 million acres of corn lands rich in auriferous wealth, and the forests in the Amur region, or prevent tin influx of aliens. His speech was received with cntlius! astic cheers.
