Tlie Times comments on the fact that the ceremony of the new Premier. Mr. Asqailh, kissing the bunds of the King vh performed at Biarritz (France) instead ot in Britain. The paper says: j This is a vide departure from a hitherto unbroken precedent. Perhaps it is • picturesque and graceful tribute to the reality of the entente that King Ed ward and Mr. Asquith were so much at home in France, but everyone with a aound knowledge of our political system moat hope that the precedent will not be repeated except in case of necessity."
MB. CHURCHILL'S POSITION. Received 10th, 8a p.m. London April lu- _ Mr. H. H. Asquith submitted to the King the proposed Ministerial changes. Nothing will be announced until his return to London to-night. It is considered more probable that Mr. Winston Churchill will be given the presidency of the Board of Trade rather that of Secretary of State for the Colonies. Even in the event of Mr. Churchill's defeat for Manchester, a member kas offered to retire in bis favor.
