Count Sei'giufi de Witte, President of tho Russian Committee of Ministers and Minister of Finance, addressing the Finance Committee ot the State Council, declared that Russia's finances were in an exceedingly critical condition. It was inadvisable, he said, for the Government to embark on an extensive naval programme.
