The Inspectors, .Messrs. W. A. Ballantyne and R. (;. Whettcr. wrote recommending that regulation 11 of the Board's scholarship regulations should be so amended that in December, ijjoo. candidates foi' the Board's senior scholarships should not have, as now. a choice of subjects, but should lx> re-

quired to come up for examination in the same subjects of the Junior Civil Service examination, and that these subjects he Latin, English, mathematics, botany, and arithmetic. In support of the change recommended, they advanced reasons as follow:—!n a competitive examination there should be a common ground of comparison, and therefore it was highly desirable that tests shouiU be uniform. It was almost impossible to compare the intelligence of candidates who were required to work papers in different subjects. The disparity In marks in the 1907 examination showed clearly either that the paper set in one subject was much more difficult than those set in another, or that the re-

quirements demanded by one examiner were much lighter than those demanded by another. On entering a high school the holder of a Board's junior scholarship was required to devote a large proportion of his time to Latin and mathematics, and it seemed only reasonable that he should present himself for examination in these subjects. Moreover. Latin, mathematics, and science should bo taken up, as the holder of a Board's senior scholarship was naturally expected to direct his studies with a view to ultimately pursuing a University course. In further explanation, Mr.' Ballantyne said some pupils took, for instance, botany, and others geography, with different examiners. They might just as well endeavor to compare students of the cookery and woodware classes. The •Junior Civil Service examination syllabus contained about twenty subjects. and the senior scholarship candidate was allowed to select any five of these. Mr. Tyrcr. principal at'(be Stratford District High School, and Mr. H. 11. Ward, acting-principal at the New Plymouth High School, favored this recommendation.

The chairman gave notice to move at next meeting that the regulations be amended in this direction.
