RUSSIA'S NAVAL SCHEME.
THE HUM A WARNED. Received 18th, 11.43 p.m. St. Petersburg, March IS. M. Stolypin, the Premier, warned the Dulnm that a refusal of the vote for the naval construction scheme would be detrimental to Russia's international position, aud would be a step backwards, which was dangerous in the present coinpetition of the nations.
