JAPAN IN MANCHURIA.
OPEN-DOOR POLICY NOT OBSERVED CHINESE PROTEST. Received March 15, 5.20 p.m. Pekin, March 14. The Chamber of Commerce at Newehang protests against the Japanese attitude in connection with the Takamon railway as violating the Portsmouth Treaty and injuring foreign trades interest. The Chamber further declares that the open-door policy ii: Manchuria is in nowise observed.
