CHASTISING A PRESIDENT.
VENEZUELA AND THE UNITED STATES. New York, March IU. Washington State officials declare that Yenezuel&s discourtesy in refusing to submit to arbitration the outstanding disputes between subjects of the United States and the Venezuelan Government is so grave that it almost compels the United States to send au ultimatum. They assert that President Roosevelt and Mr. Elihu Root consider it necessary to chastise President Castro.
