COLONIALS IN THE ARMY.
STAFF APPOINTMENTS THROWN OPEN. Received oth, 10.40 p.m. London, March G. Mr. R. B. Hald.ine, Minister for War, announced that (ieneral Staff appointments in Britain had been thrown open to colonial officers, and mentioned that the command of an infantry brigade at AMenhot had been offered to Colonel Otter, a Canadian.
