King Leopold surrenders the Crown Domain in the Congo for two and .vlialf million sterling, which will 1)8 oxpended. at King Leopold's desire, in embellishing Belgian cities. Parliament will spend £120,000 annually on hospitals and sanatoria in the Congo lor a period 0/ 15 years, and larliament will in future control the Budget. The allegation by the Brussels correspondent of Lo Matin, wit! reference to Germany's attitude regarding the Congo, as cabled on the 3rd, is officially contradicted.
