Mr Edward Grey, Foreign Secreuiy. said: "When it is clear that Belgium intends to assume' control of the Coup, on satisfactory conditions, we shall discuss with Belgium in a friendly way all the question* arising out of our treaty rights. Should, however, the transfer not occur, we are frt' : ' to deal with the questions in our own way. The Congo State, as it existed, forfaited morally every right to international recognition, and if Belgium does not assume responsibility for the country's administration, the British Government will do its utmost to find a means of obtaining practical results in the reform of conditionin the Congo." Sir Edward conclude! by accepting the resolution, amid cheers.
